Here is what to do to fix this error.
The error
The following image is missing and cannot be published for use in the Print Layout.
will happen if you have an image registered in your Print Configuration's Image Manager that is missing. That is, the image has been deleted or moved from your computer.
To change the path to your image or remove the image, go to the Print Configuration. 
The same error will pop up, click Yes.
Click on Manage Image: 
The missing image will be red and highlighted in yellow.
Click on the missing image, and choose whether you want:
- to Locate your image: browse your folders to select your image. Then, add your image to your Print Layout.
- to Delete your image: it will disappear from your Print Layout.
